Discuss the problem with your neighbour first. Ideally a qualified Arborist would meet with both parties and discuss pruning that is not only going to reduce overhang, but is in the best interests of the tree. That will likely mean that there will be some pruning cuts on both sides of the fence, and it may not completely remove the overhang, just reduce it.
